This whistle is okay--it attracts more birds than my dog!! I love how it has a case inside of itself and is
really light. My cat likes it better than the dog due to it letting birds come down to her level.
But I cannot guarantee it will work for your cat.

I'll keep trying with the dog, we will see if she ever
obeys to the whistle.
